Business Management Office

This office was created by the merger of Physical Plant, Custodial Services, Campus Landscape Administration, Human Resources, Payroll, Accounting, Billing, and Service into one Business office function under management of one Business Manager.
Service/Billing.
The Service area is responsible for the input and maintenance of work requests and projects within FME and the appropriate billing of these jobs.
Procurement/Warehousing.
The procurement area encompasses procurement, warehousing, distribution and accounts payable.
Human Resources/Payroll Function.
HR/Payroll is responsible for time collection, time entry, leave entry and human resources paperwork for the entire organization.
Software support.
This has not yet been addressed, but remains a coordinated function of Business Management ( A. Waller) and General Services ( P. Rook).
Recycling and Waste Management Services.
Retrieve recycle materials for recycling. Maintain recycle bins in all areas. Responsible for MSU Waste Management.
Relamping.
Maintain lights and relamp all light fixtures that can be reached from an 8 foot ladder. Clean light fixtures when relamping.

Utility Services.

This section of Facilities Management is responsible for production, operation, and maintenance of our utility production and distribution systems (electricity, water, steam, and sewer), campus energy management program, and mechanical systems preventative maintenance program, such as HVAC and fire protection pumping systems.
Utility System Production and Operation.
Provide sufficient quantity and quality water, steam, sewer, and electricity to MSU through contract with suppliers, or production using MSU owned facilities. Operate and maintain all MSU owned utility production and distribution systems.
Mechanical System Preventative Maintenance.
Prevention of equipment failures through development and management of a preventative maintenance program for all utility production and distribution systems, as well as HVAC systems, fire protection pumping systems, water wells. Sewer Pumping/Lift station Pumps, Fire Alarm System Maintenance Etc,
Campus Energy Management.
The energy management program is to reduce the wasteful energy practices and maximize automatic controls technology application of our systems. In order to minimize energy use, while providing comfortable educational environments. Maximize use of our production facilities by monitoring energy cost. Developing improved energy procurement practices.

Facilities Services

This Section of Facilities Management is responsible to maintain and repair all campus facilities through Zone Maintenance and Bully's Urgent Response Team (BURT). Our BURT Team is a crew who responds to urgent work that requires immediate attention. The personnel assigned to the Zone Maintenance teams are responsible for ensuring that the area assigned is maintained properly. Facilities Services is responsible for designing, planning and estimating projects that require coordination, are technical in nature or long term in duration and necessary for scheduling and funding purposes. Responsibilities also include developing, managing, and executing minor construction, repairs and renovations projects that are within MSU authority. Facilities Services is also responsible for the Faculty Housing Program management as well as vehicle and equipment maintenance.
Zone Maintenance (SC and PM).
Enhance appearance; improve facility operations, increase customer and Facilities Management personnel interaction, develop pride and ownership in our Campus by implementation of a Zone Maintenance program to instill total Maintenance Ownership in the facilities by Facilities Management personnel and facility occupants. Zones will be made up of Physical Plant, Custodial Services and Campus Landscape personnel who have total responsibility for the facility's condition.
Project Management.
The project management team is responsible for planning, designing, estimating, managing and executing projects that are defined as construction, maintenance, repair, renovation, equipment installation or other that is assigned. The team also develops contract specifications and plans, purchase orders or in-house plans for funding, procurement, and execution. They also coordinate with Facilities Management for scheduling of personnel to accomplish in-house projects and manage contractor provided services from concept through completion.
Faculty Housing Management.
Manage all aspects of our Faculty Housing program.
Vehicle and Equipment Maintenance.
This shop is the result of the merge of Custodial Services, Campus Landscape and the Physical Plant maintenance into one shop to improve the overall condition of our combined fleet of vehicles and equipment as well as maximize the use with sharing when applicable.

Landscape and Grounds Services.

This Facilities Management Section is responsible to landscape and maintain MSU grounds, banners, signage, and parking lots. Responsible for maintenance and planting of year round and seasonal ornamental plants. Responsible for health and maintenance of grass through application of chemicals and fertilizers, pesticides, water, mowing and use of other turf management techniques. Responsible to ensure parking lots and roads are free of debris and well kept. Responsible to ensure that all building signs, banners and other vertical devices such as street signs, light standards, parking signs, are maintained IAW standards and kept erect, straight and presents a good image. Responsible for proper maintenance and upkeep of the MSU Golf Course. Develop and landscape areas as requested from time to time by customers.
Landscape Development.
Plan, design, and execute landscape construction projects to enhance and aide in Campus appearance.
Golf Course Maintenance.
Maintain the MSU Golf Course consistent with applicable golf course standards.
Turf Maintenance.
Maintain MSU turf (Sports and Campus) in a healthy vibrant appearance. Fertilize, aerate, mow, water, etc as required to present the MSU image. Apply pesticides as required to maintain turf free of pest and disease. Maintain all sports turf as required by the Athletics Department.
Ornamental Maintenance.
Maintain and enhance the campus appearance by planting and maintaining ornamental plants and shrubbery both seasonal and year round.
Parking Lots, Sign and Banner maintenance.
Sweep parking lots and roads as necessary to maintain appearance and rid surfaces of debris build up. Maintain seasonal banners, as necessary. Maintain all signs, sign post, and lamp standards. Paint, improve or replace as necessary those signs that do not present the MSU campus appearance standards.

Custodial Services.

This Facilities Management section is responsible for the cleanliness of all facilities. Responsible for restroom supplies and proper operation of restrooms. Responsible for periodic carpet cleaning, stripping and waxing of floors. Responsible to pickup and dispose of recycled materials. Responsible for MSU Waste Management. Responsible to relamp all lights in all facilities that are reachable with an eight foot ladder.
Custodial services.
Operate, clean and supply restrooms. Periodic carpet shampooing, tile floor stripping and re-waxing, exterior water blast cleaning, stadium seat cleaning, water extraction, and dehumidification and other cleaning services as may be required.
Relamping.
Maintain lights and relamp all light fixtures that can be reached from an eight foot ladder. Clean light fixtures when relamping.
Event Parking.
Manage MSU's Special Events Parking Services. Provide parking lot monitors, revenue collection personnel, road guards, and other security personnel required. Coordinate with Campus departments to provide the required services.

Planning and Construction Services.

Responsible for the full range of facilities planning services from the concept of a new requirement to the planning of the demolition of unneeded facilities, to include design and construction administration and management. Responsible for all IHL and BOB document preparations. Responsible to coordinate and manage the plans, designs, estimates, specifications, and procurement actions to accomplish capital improvement projects under the authority of external agents such as IHL and BOB.
Planning services.
Develops action plans and coordinates typical planning functions which include standards development, facility database maintenance, deeds, appraisals, surveys, landscape planning, land use planning, campus master planning, infrastructure maintenance and upgrade planning, historic preservation, capital improvement, repairs and renovation planning, Document preparation for approvals, agenda items, funding requests, property procurement and disposals actions, etc. Manages the selection of the Design Professional. Coordinate the input of facility requirements from MSU departments with the various Architects and design engineers to ensure that MSU requirements are included in project designs. Manages the development of the bid and construction documents (plans, drawings, and specifications, RFP/IFBs).
Construction Administration.
Manages all assigned capital improvement projects. Conducts progress meetings. Monitors construction progress to ensure the construction is on schedule and within budget. Reviews and approves progress payments for construction based upon progress. Monitors construction project budget. Coordinates MSU requirements with professional, and construction contractor when change orders and modifications are required. Review and approve required contract submittals.

MSU Safety Officer.

Develops, manages, and implements a variety of safety programs to ensure compliance of local, state, and federal agencies, rules and laws, such as, but not limited to, OSHA, EPA, NEPA, etc. Oversees the management, implementation, and coordination of the campus safety program. Develops, manages, implements, and coordinates the University fire safety program. Oversees and manages the response to and investigation of reports of hazardous or potentially hazardous conditions; reviews recommendations and/or takes appropriate action in order to mitigate potential safety, health, and environmental risks. Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the unit.
